The regular meeting of the Barry County Road Commission was called to order at the Road Commission’s Board Room at 7:30 A.M. by Chairman Solmes.

 

Members present:  Solmes, Fiala, James, and Managing Director Bradley Lamberg.

 

The agenda for April 18, 2023 was approved.

Scott Schantz, Lead Mechanic, spoke to the Board about selling equipment #212370 a 2021 Caterpillar 310 Excavator and purchasing a new one through the Mi-Deal program.  Using the same format as with the Pick-up trucks selling and buying a new Excavator each year is working in the best interest of the BCRC.

 

Motion was made by Commissioner Fiala and seconded to take bids to sell a 2021 Caterpillar 310 Excavator.  Minimum bid price and date to be set by Management.

Motion was made by Commissioner Fiala and seconded to approve purchasing a new Caterpillar 310 Excavator for $169,374 through Mi-Deal contingent upon the one up for bid is sold.

Dave DeHaan from Walker, Fluke, and Sheldon, PLC presented to the Board the 2022 Financial Statement.  Dave DeHaan reported that the Barry County Road Commission received an unmodified opinion or a “clean” opinion for the audit ending December 31, 2022.  This is considered the best or highest level the Road Commission could receive.

Motion to adopt Resolution 3-2023 General Appropriations for Fiscal year 4-01-2023 to 3-31-2024.

Motion to adopt Resolution 7-2023 Noffke Drive.  Confirmation of the Special Assessment Roll: Lien: Payment and Collection of Special Assessments.

At a meeting of the Irving Township Board held on March 27, 2023.

 

WHEREAS, the Irving Township Board recognizes the importance of the road network within our Township, and

 

WHEREAS, the Township finds that collaborating with the Barry County Road Commission to properly maintain the road network is of value to the community,

 

NOW, THEREFORE, BE IT RESOLVED that the Irving Township Board authorizes the Barry County Road Commission to complete the following tasks:

  1.  Referenced on Attached form, Irving Township 2023: Road Repair Recommendations, subdivision roads at a cost of $42,570.

#607 Freeport Middleville      Crack Seal       $30,060

Parmalee Road                       Crack Seal       $9,135

Willitts Rd & Hammond Rd   Crack Seal       $3,375

  1. Referenced on attached form, Irving Township 2023 Local Road Pavement Marking Condition Report at a cost of $1,978.
  2. Referenced on attached form, Irving Township 2023 Expected Average Annual Maintenance Expenses at a cost of $75,000 for road Material (Gravel) and $23,100 for dust control (Township Portion).
  3. Invoice our Township once per year in May 2023 for the Township’s contribution of the cost documented in item 1, 2, and 3.
  4. To lock the cost for Fiscal Year 2024, the township will pay 50% of the work reflected in Anticipated Repair 2024 Irving Township equaling $138,015, to be billed up to September 2023.

 

 

Motion was made by Commissioner Fiala and seconded authorizing Chairman Solmes and Accounting Manager Chris BeBeau to sign the 2022 Act 51 report.
