The regular meeting of the Barry County Road Commission was called to order at 9:00 A.M. by Chairman Willcutt.
Members present: Willcutt, Dykstra, Pashby, and Engineer-Manager Brad Lamberg.
The minutes of April 9, 2002 was accepted as read by the Secretary.

Peg Haight discussed with the Board the building of a garage within the Right-of-Way on Hilltop Road, Hope Township.
Motion by Commissioner Dykstra seconded by Commissioner Willcutt to table decision on the building of a garage by Peg Haight on Hilltop Road until the site can be looked at and a deed restriction by Miss Haight can be looked into.

Johnstown Township Board Resolution Cont.
Indian Isle has already been approved to do as soon as the sewer problem is remedied.
Gravel in the amount of $12,780.00 has been approved as requested. Also, two applications of 26% solution for dust control at cost of $14,696.00.
Pavement markings have been approved for the following roads.

Carlton Township Board Resolution
At our regular Board Meeting on April 11, 2002 the board voted to accept the gravel proposal for $18,700.
The Board also approved the Usborne Road (M-43 to Brown Road) Crack Seal and Slag Seal for $22,000.
Sisson Road, you already have a letter of approval for $43,000.
Barnum Road (Charlton Park Road to Durkee Road) a Full Seal for $8,080 was approved.
Also approved, was the dust control for $32,219.

WHEREAS, the Township Board has determined the following paved road projects for fiscal year 2002:

Tanner Lake Road – Mat Wedge & Seal – West M-37 to Quimby Road $86,000
Crack Seal – Ottawa Trail – East of Jeanne Drive $ 450
Crack Seal – Douglas & Jeanne Drive $ 1,050
Total Paved Road Expenditures $122,850
WHEREAS, the Township Board has determined the gravel road projects for fiscal year 2002:

WHEREAS, the Township Board had determined the chloride application project to be estimated at a cost of $24,622.

Castleton Township Board Resolution
At the regular meeting of the Castleton Township Board on April 3, 2002 the following work was approved.
1. 2,000 yards of crushed gravel was approved to be spread at the discretion of the driver for a cost of $10,000.
2. A full seal on Thornapple Lake Road from the river bridge to M-66 at a cost of $21,360.
3. Well brine application on 3.74 miles of single pass and 28.99 miles of two pass at approximate cost of $10,800.

At the April 8, 2002 Hope Township Board of Trustees meeting, the Board of Trustees approved the following to our Hope Township 2002 road projects.
1. Approval of Gravel on all but the Hull and Havens Roads that were sent for the boards consideration. Total cost would now be $22,830.00.
2. We ask that you only apply a second application of Chloride on the Hope Township gravel roads, that really need it.

The rough condition of East State Road was also discussed last night. No one feels that the winter scraping solved the problem as we had hoped and we’re waiting to hear your suggestions for improving it.

Mike Norton discussed Drug & Alcohol Testing with Pennock Occupational Clinic. Samples of a drug and alcohol policy from Joseph Youngs & Associates were discussed. Samples of Violence in the Workplace policies were discussed.
Motion by Commissioner Pashby seconded by Commissioner Dykstra to cancel the contract with Joseph Youngs & Associates for Drug and Alcohol testing and go with Pennock Occupational Clinic. The Road Commission should be set up as stand alone for DOT and Non DOT testing and random testing should be done on a monthly basis.
